The Germany international has long-been linked with a move to Stamford Bridge and a deal is now on the verge of going through after the two clubs agreed a fee in the region of £20million.
Despite interest from elsewhere, Belgian Kevin de Bruyne looks set to be part of the deal according to Holzhaeuser, who has been keen to get a replacement for the outgoing attacker Schurrle.
"We have an agreement with Chelsea," the director told Rheinische Post daily. "They acquire Schurrle for a certain sum, and we get de Bruyne on a free loan for one season. I expect Chelsea to fulfil this agreement."
