Leverkusen are keen on signing Belgium star de Bruyne, who is contracted to Chelsea but spent this season on loan with Werder Bremen in the Bundesliga.
However, Blues boss Rafa Benitez expected to leave Stamford Bridge in the summer, any decision over de Bruyne's future will have to wait until a new manager is appointed.
"Chelsea have always told us that he should go out on loan, but a decision will be taken when the new Chelsea coach is appointed," Leverkusen's general manager Wolfgang Holzhauser said of the situation.
De Bruyne could be involved in the deal that will see Leverkusen forward Andre Schurrle move to Chelsea but until Benitez's successor is appointed a deal is on hold.
